Key peers: Finance Director, Head of Placemaking, Head of Marketing
Direct reports: 2 - 5 personnel


Roles & Responsibilities

Purpose of this position:
Overseeing the operational activities of the BID to ensure it is managed efficiently and effectively, in accordance with the agreed Business Plan.
This is a broad-ranging position, deputising for the Chief Executive where required and ensuring that both day-to-day and exceptional aspects of the business are dealt with efficiently.

Key objectives:
Business critical role; combining oversight of service delivery, human resources, ICT, data management, budgeting, including tracking of income and expenditure, strategic promotion of the BID brand and activities, stakeholder engagement and balloting.

Key responsibilities:

  • Support operations to achieve best results, satisfy objectives set by the CEO and employer, and other performance criteria;
  • Ensure that project delivery is aligned with the BID’s five-year Business Plan, including providing support to the wider team with setting annual delivery forecasts.
  • Participate in the development and preparation of short-term and long- term plans based upon broad organisational goals.
  • Maintain a strong relationship with Officers and Members across the City of London Corporation that can best support the delivery outputs of the BID Proposal;
  • Promote the work of the BIDs to the wider community of stakeholders beyond levy-paying members;
  • Oversee in HR related activities, supported by Primera’s appointed external HR Consultant and directed by the Primera COO to ensure that procedures around recruitment, performance management, training and and development, staff benefits, and workplace policies are in place and adhered to;
  • Supervise all aspects of BID Ballots alongside the BID CEO - ensuring that legislation is adhered to, developing consultation and engagement strategies, compiling Business Plans, canvassing and and campaigning, liaising with the local authority and other key stakeholders, and managing the logistics of proxy votes and lost ballot papers;
  • Ensure that documentation for Board meetings is prepared on schedule and to a high standard – collating information/reports from team members and monitoring the delivery of agreed actions;
  • Ensure the BIDs compliance with GDPR and act as Data Controller or Processor as required by the Company.
  • Attend a wide range of events and meetings both during the normal working day and in the evenings as required;
  • Direct and drive performance management culture within the teams ensuring that staff meet their targets in line with the business needs;
  • Coach the team to improve their skills and knowledge and help them work efficiently and effectively;
  • Contribute to the continuous business improvement process and the meeting of business objectives;
  • To be an ambassador for the Company at all times internally and externally;
  • Comply with Primera’s Health and Safety Policy and safe working practices, accept role as the local health and safety representative for the Company, which includes the office premises and BID events;
  • Report incidents and ‘near misses’ in accordance with defined procedures;
  • Act as local fire warden and first aider for BID company if required.

Capabilities

Qualifications:

  • Degree level education or equivalent experience
  • Health & Safety qualification preferable

Experience:
Experience of working within a multiple stakeholder environment, encompassing retail, property, and central and local government.
BID experience is preferable but not essential.
