Primera is a leading regeneration consultancy offering strategic insight and creating business partnerships that deliver economic, social and physical change. The organisation currently manages 12 Business Improvement Districts (BIDs) and partnerships across London; including the Harley Street BID. This role, whilst being part of the Primera family, is specifically focused on project management for the Public Realm theme for Harley Street BID. This role will be based at the BID’s offices. The role is for two (2) days per week and there will be occasional morning/evening events so some flexibility may required.

The Harley Street BID is in Year four of its first five-year term. Based in the heart of London, Harley Street BID is in a distinguished medical area of excellence and a highly accessible and vibrant shopping district, comprising Marylebone High Street, with Oxford Circus nearby. The history is well documented as is the uniqueness of the area, combining a thriving residential community with high profile business organisations.

The BID has been developed to bring businesses across the area together by developing and delivering projects under four key themes, including; Public Realm and Wayfinding, National and International Marketing and Business Sustainability, Connectivity, Safety and Business Resilience. The BID is working with local businesses, public sector partners and key stakeholders to deliver an ambitious programme bringing benefits to those who visit, live and work in the area. Working collaboratively we provide a voice for businesses and offer support and strategic guidance to enhance the area.

Commitment: Part Time Role – 2 days a week in the BID office, London W1  
Salary range: Up to £60k per annum full time equivalent (pro rata £24k per annum)

This role directly reports to: BID Director, Harley Street BID
Other reporting lines: N/A
Peer group: Various roles across BID teams including operational and marketing/comms colleagues – other colleagues across the Primera portfolio

Role Description and Key Responsibilities

Reporting to the BID Director, the chosen candidate will be to identify, develop, and implement a range of exciting placemaking projects, partnerships and services.  The role is very much focused on project delivery and sources of additional funding.    
As the Placemaking Project Manager, the chosen candidate will ensure that public realm interventions contribute to making the area more sustainable, welcoming and accessible. Creating more spaces to sit and rest and increasing greenery are key priorities for our member businesses and Westminster City Council.

Key responsibilities:

  • Provide support to the BID Director  
  • Day to day implementation of public realm enhancement projects including project plans, cost control and reporting.  
  • Oversee tender processes for projects, including contractor management.
  • Preparation of papers, including reports and presentations for Board and stakeholder meetings  
  • Participate in the development and preparation of project and business plans
  • Build and maintain strong relationships with representatives from levy paying businesses, the local authority, suppliers, contractors and other key stakeholders
  • Work collaboratively with Harley Street BID colleagues, other BID teams within the Primera portfolio, take direction from Primera leadership as required to achieve the best outcomes for Primera and the BID
  • To always be an ambassador for Primera and the BIDS within the portfolio both internally and externally;
  • Always comply with Primera policies and procedures and assist with the implementation or the amendment of policies (relative to areas of expertise) if required. 

The above outlined responsibilities are not exhaustive and the chosen candidate may be required to carry out other tasks that are appropriate in addition to these.

Qualifications: Project management qualification desirable;

  • A good understanding of project management fundamentals, including budget and stakeholder management;
  • Knowledge of local government and the approvals process within a built environment context.
  • Good IT skills, including commonly used business software packages and applications
  • Architectural or landscape design experience desirable
  • Events and activations experience
  • Setting KPIs and measuring performance
  • Drafting and presenting well-written and timely reports for stakeholder groups

Experience
Five plus years project management experience in the built environment field – property development, planning, architecture, landscape design etc. Candidates with less than five years’ experience will be considered if they can demonstrate high-quality experience alongside technical skills and qualifications. BID and local government experience is desirable.
