Employer: Andover Town Centre BID Limited.
Responsible to: Andover BID Board of Directors.
Reporting to: Chair of the BID Board.
Responsible for: Andover BID staff, consultants and contractors.
Duration: Fixed term, until 31/03/2029 (Probationary period of six months). Possible extension beyond this point, subject to a successful renewal ballot.
Hours of work: Based on 25/30 hours per week (although this is negotiable depending on the experience of the candidate), with regular flexible working required, to include evening, weekend and occasional bank holidays to meet the requirements of the BID.
Holidays: To be proportionally allocated based on full-time (37.5 hour) equivalent of 25 days per year, plus 8 days for public holidays.
Salary: £27-33k per annum (which is a full-time equivalent of approximately £40-£45k), with eligibility for a contributory pension following the probationary period.
Purpose of the Role
The Andover Business Improvement District (BID) is a not-for-profit organisation and works with over 240 town centre business members to improve the environment and provide additionality in the town. To lead, manage, and support the activities of Andover BID, ensuring the delivery of key initiatives and projects that enhance the town’s business environment. The role involves leadership, project management, business engagement and stakeholder collaboration.
Key Responsibilities
Leadership & Strategy
- Lead Andover BID, ensuring businesses receive real value for money.
- Develop and implement projects in line with the BID Business Plan.
- Represent BID at external events to enhance visibility and impact.
- Identify and secure additional funding opportunities to maximise BID investment.
- Team Supervision of all staff and contractors, including liaison with Rangers supervisor.
- Oversee a positive, healthy and safe working environment in accordance with all appropriate legislation and regulations.
Stakeholder & Partner Collaboration
- Work closely with the BID Businesses, BID Board, Test Valley Borough Council, police, property owners, agents and other key stakeholders.
- Develop partnerships with local organisations to drive economic vibrancy.
- Attend and contribute to networking events, local forums, and relevant industry meetings.
- Monitor town centre conditions and work with local authorities to address maintenance and safety issues.
- Support Safety Partnerships Shopwatch and Pubwatch Management, radios and DISC.
- Track project performance and compare with national benchmarks where applicable.
- Accountability for all budgets. Responsible for advising the BID Board in setting the BID annual budget, and its expenditure and management.
- Manage and usage of CRM, ensuring that data management is in line with GDPR.

Person Specification
Essential Skills & Experience
- Previous experience in BID or town centre management, or a customer-service-related role.
- Strong understanding of factors affecting the economic vibrancy of a town centre.
- Experience working with membership organisations such as IOD, FSB, or Chambers of Commerce.
- Ability to collaborate with stakeholders across public and private sectors.
- Visionary leadership skills with problem-solving and conflict resolution skills and the ability to delegate responsibilities.
- Strong ability to execute plans to high standards, on time and within budget.
- Strong PR and presentation skills, including public speaking and media engagement.
- Experience in budget management, financial planning, and attention to detail.
- Resilient and tenacious in driving significant change.
- Ability to work flexibly, handling multiple projects simultaneously.
- Knowledge of town centre safety issues, crime prevention, and environmental maintenance.
Desirable Skills & Experience
- Degree or equivalent qualification.
- Experience managing budgets and funding applications.
- Public speaking and presentation skills.
- Knowledge of Andover’s business landscape.
- First aid certification and a valid driver’s license.
