BID INSIGHT FROM CHRIS TURNER - OCTOBER


It’s been a terrific few weeks for BIDs, with BID ballot successes in Giffnock Village, Broadmead Bristol, Stratford-Upon-Avon, and Bradford. Coming up later this month are Alloa, Newcastle NE1, Shrewsbury, Soho Road Birmingham, Andover, Royal Tunbridge Wells and Brixton. We can, as ever, keep you updated through Ballot Watch, our weekly ballot information service.

Last week British BIDs and the MHCLG signed a further two-year contract for us to manage the BID Loan Fund. Clearly British BIDs is both excited and proud to be able continue to support those towns and cities that see BIDs as the answer to their futures and want to join the 300 + that already exist. The fund of some £500,000 has been made available to facilitate the establishment and successful growth of new BIDs within England. Upon application and, subject to approval, loans of between £10,000 and £50,000 can be granted to developing BIDs and BID partnerships. 29 loans have so far been allocated to date.

British BIDs Accreditation continues apace, with Watford and Swansea due to receive their Accreditation certificates at this year's conference in Cambridge next month. We hope one or two more, currently in the process, will also be awarded by that date. The National BIDs Advisory Board meets again on November 1, in Bristol.  A cross section of BIDs, national levy payers, shopping centre providers, banks, local authorities and the MHCLG will meet to discuss the BID Loan Fund, Accreditation, the National BID criteria, and the National BID survey. Following that, the National BID Criteria Committee, together with a group of major national levy payers, will meet on December 4. These are the criteria which the large national levy payers expect BIDs to meet before they are able to vote positively. The criteria are linked to our Accreditation programme in terms of the elements around finance and accountability, so BIDs undertaking Accreditation have a head start in meeting the criteria. These are clearly important discussions which I would be happy to discuss with any who would like to engage further in the conversations.

The National BIDs Conference is now fully booked, and we really look forward to hearing from Andrew Adonis, Jackie Sadek, David Downey and Marie Hickey. Masterclasses will be led on a range of topics; including crime reduction partnerships, national levy payer voting patterns, the value in place making, and managing ballots. We shall also be announcing the National BID Award winners, presenting the certificates to the two cohorts of 2018 CIBM graduates, and presenting certificates to the Accredited BIDs for 2018.
