This last month has been extremely busy with ballots. Clearly with over ballots 50 a year, and the tendency to peak in the spring and the autumn, there will be a large number in these last few months.
We thus welcome three new BIDs in Clapham Junction and Battersea, Rhyl, and Yorkshire Coast and congratulate eleven BIDs at Hinckley, Ilford, Colmore, Sunderland, West Ealing, Kendal, Garratt Business Park, Hitchin, Falmouth, Letchworth and Harrow for successfully renewing. Three developing BIDs at Worcester Park, Galashiels and Blyth were unsuccessful.
The national levy payers are getting more involved in the BID consultation processes, and in some cases are getting keener to be involved from the very beginning. British BIDs brings together the national levy payers to produce the National BID Criteria, giving a clear list of all the key elements that need to be in a proposal and a business plan. The latest version is being drafted at the moment, following a meeting with levy payers, BIDs and the Ministry, and will be published in the New Year.
Allied to this is the increased focus at British BIDs in providing a current listing of those who vote for the national levy payers; the list is available from British BIDs and Mel Richardson is leading for us in this area. Do please get in touch if you need help on this.
The Great British High Street Awards are now being celebrated and are detailed here. The overall UK winner was High Street, Crickhowell. The Champion High Streets were England: Altrincham Town Centre; Scotland: High Street, Alness; Wales: High Street, Crickhowell and Northern Ireland: Portadown Town Centre. It was good to see so many applications and such an enthusiastic response from BIDs, particularly in their various social media campaign.
Permitted development rights were a major issue with a number of BIDs in the National BID Survey in the summer and there is now a major government consultation on the issue. The largest part of the current Planning reform: Supporting the high street and increasing the delivery of new homes consultation concerns extending permitted development. Clearly British BIDs will respond but do please look if you want your voice to be heard, details are here.
One of the key roles that British BIDs provides to its members is detailed information and advice on some of the more complex problems that BIDs face. We respond to around 20 detailed enquiries a month and current issues include clarity in the regulations on the role of local authorities, governance matters, levy collection, the use of CIC's, and the legal position on income generation activity. We are very happy to take emails and phone calls on all such matters as part of the range of membership benefits.
And finally the Certificate in BID Management qualification starts its next cohort on February 12 and if you would like to join us and become part of the over 60 BID staff who have completed the course, please email drew@britishbids.info
Do please have a great Christmas.
Professor Christopher Turner, Chief Executive, British BIDs
