Worthing Town Centre Business Improvement District (BID) are recruiting for the role of Chief Executive.

Purpose of the Role

A Business Improvement District (BID) is a business-led and business-funded body formed to improve a defined commercial area. BIDs charge a levy to local businesses in return for providing services over and above the usual council provision.

The Worthing Town Centre Initiative first established a BID in 2008 with a vision for Worthing to be clean, safe and vibrant, a lively heart of the community, where visitors are engaged and businesses are inspired and prosperous. The Worthing BID has now secured 3 renewal ballots with the 4th term business plan agreed to up until 31st March 2028.

The Chief Executive is the public face of Worthing BID, and it will be essential to establish and maintain a high profile with levy payers, businesses, and stakeholders at all times. This role will lead the business plan to ensure that the vision, goals and objectives of the Worthing Town Centre BID are met.


Key Responsibilities

  • Lead Worthing Town Centre Initiative to deliver the Business Improvement District business plan and identify Town Centre improvements.
  • Ensure projects are delivered on time, and on budget; and meet the objectives of the BID business plan.
  • Guide directors on financial, compliance and governance requirements.
  • Arrange, attend, and contribute to steering committee and director meetings.
  • Oversee a positive, healthy and safe working environment in accordance with all appropriate legislation and regulations.
  • To manage, monitor and safeguard the financial position of the Worthing Town Centre BID and to ensure that performance is in line with approved budgets and cashflow.
  • Organise and manage events to encourage footfall whilst promoting Worthing businesses.
  • Manage the Worthing Town Centre team and ensure they help to deliver the objectives of the BID business plan. Support the team in their development and career goals.
  • Work with partners to develop and deliver projects that benefit Worthing Town Centre and form positive working relationships with outside bodies.
  • Have a clear marketing and communications plan to promote the work of the Worthing Town Centre BID and the businesses that trade within Worthing Town Centre.

Candidates will be required to demonstrate the following:

Essential

  • A demonstrable track record of project delivery.
  • Experience of working with a range of stakeholders and partners from across the public and private sectors.
  • Ability to work without supervision.
  • Ability to manage and develop business relationships at all levels.
  • Strong and visionary leadership skills.
  • Experience of managing budgets, financial planning skills and attention to detail.
  • Experience of business and understanding the current challenges facing Town Centre businesses.
  • Ability to lead and develop a team.
  • IT Literate.
  • Experience of using social media for marketing and brand awareness.
  • Excellent communication, influencing, negotiating, and networking skills.
  • Ability to prioritise, organise and time manage.
  • Have the enthusiasm and determination to succeed.

Desirable

  • Database management experience
  • Good knowledge of Worthing Town Centre
  • Understanding of BIDs and Local Authority working
  • Knowledge and experience of supplier/contract management.
  • Openness to new ways of working and the willingness to embrace them.
  • Ability to work flexibly to respond to the needs of delivering multiple projects.
  • Resilience and tenacity required to drive change.
  • Innovative and able to adopt creative approaches to challenges.
  • Ability for creative and holistic thinking.
