Job Type: Full Time (Normal Working days are Monday – Friday, but the post holder is expected to work some evenings and weekends to meet the requirements of the business.)

Royal Tunbridge Wells Together (RTWT) BID was launched on 1 April 2019 and has made great progress over the last two years, particularly during the difficult Covid-19 restrictions.

They are now seeking a dynamic and motivated BID Director, with experience in stakeholder, project and people management, and preferably experience of running a Business Improvement District (or Town Centre Management organisation). The role will include building on the positive work with businesses in the town, helping in the recovery and to continuing to deliver initiatives set out in the BID’s Business Plan.

Royal Tunbridge Wells Together BID levy payers are from a range of sectors including national and independent retailers, professional services (financial, insurance and legal), creative & media, cultural organisations and tourism & hospitality. The town has a well-deserved reputation as a destination town with a rich heritage offer and beautiful countryside nearby.

Job Purpose and Key Responsibilities of BID Director

Leadership

  • To implement the strategic direction of RTWT BID, working with and being accountable to the Board of Directors in achieving the company aims and objectives.
  • To champion RTWT BID, ensuring that stakeholders understand and identify with the aims and objectives.

Governance & Administration

  • To develop all policies and procedures, in agreement with the BID Board, to ensure the effective delivery of required processes including, but not limited to finance, legal, employment, procurement, health & safety and equal & diversity.
  • To lead on BID member engagement.
  • To be responsible for effective and transparent governance and administration of the BID Company.

Communications

  • To develop and deliver an effective marketing and communications strategy to drive additional footfall into Royal Tunbridge Wells town centre.
  • To oversee communications with BID levy payers and members, as set out in the BID Business Plan.
  • To foster a strong collective voice for BID members by putting in place effective communication channels.
  • To oversee communications with the BID’s partner organisations to ensure their ongoing support.

 Business & Finance

  • To design and implement a set of key performance indicators against the BID Business Plan and agreed by the Board of Directors.
  • To manage an annual budget of approximately £450,000, ensuring it is appropriately spent and in line with the BID Business Plan.
  • To support the BID Board of Directors in the production and submission of all appropriate company reports, accounts and returns.
  • To be responsible for securing additional resources through income generating projects and the submission of funding bids.

 Project Delivery

  • To ensure the effective delivery of all projects as set out in the BID Business Plan (and annual Action Plans) and as agreed by the BID Board of Directors.
  • To oversee all agreements and partnership working arrangements with Tunbridge Wells Borough Council, including the BID operating and baseline agreements.
  • To oversee contracts and agreements with suppliers for services provided to the BID.

 Partnership working

  • To act as the lead contact for the BID and develop strong relationships with senior representatives of BID member organisations.
  • To form strong and productive partnerships with other external organisations and other key stakeholders.

 Staff management

  • To build, lead and manage a staff team to deliver the aims and objectives of the BID as set out in the BID Business Plan.
  • To oversee all staff management processes and procedures to ensure that staff are provided with appropriate levels of support, direction, motivation and leadership.

 General

  • To undertake any other tasks commensurate with the role.

 Person Specification

 Experience and knowledge

  • At least 3 years of strategic leadership and management experience.
  • Significant and successful experience of working with businesses within a town centre environment, preferably within the context of a BID, Town Centre Partnership, Retail or similar.
  • A proven track record of successful project management and delivery.
  • Experience of developing marketing strategies, preferably involving destination marketing.
  • A demonstrable record of successful event management.
  • Experience of working to a board of directors or similar.
  • A proven track record of leading and managing staff.
  • Experience of overseeing contractors and suppliers and commissioning consultants.
  • Experience of building successful partnerships with external organisations.
  • An excellent awareness of the current issues facing town centres.
  • Extensive experience in financial & budgetary management.
  • Experience of company administration.

  • Educated to degree level or equivalent, although priority will be given to experience.
  • Strong leadership skills.
