Job Description and Person Specification

Job Title: Soho Road Business Improvement District Manager

Responsible to: Soho Road BID Ltd Board of Directors

Reporting to: Chair of the BID Board

Position: Fixed term until 31 March 2024 (Probationary period of three months)

Hours of work: 40 hours per week. Evening and weekend working is required

Salary: Competitive, dependant on experience plus pension

Location: Soho Road, Handsworth, Birmingham

The Role: Soho Road BID is seeking an exceptional candidate who is a strong, dedicated and passionate person with effective, wide-ranging experience to work with the Board and deliver the final 3 ½ years its 5 - year business plan. The BID was voted in for a second term in 2018 by businesses in Soho Road BID area on with a 66% majority by number and 55% Majority by rateable value. The BID has around 700 levy paying businesses providing a budget of £244,000 pa and £1,259,186m over the 5-year term.

  Job Purpose and Key Responsibilities

1.     BID Governance, Leadership & Company Administration

  • To ensure delivery of the remaining 3 ½ years of its 5-year BID business plan with the BID Board.
  • To encourage and support Levy payer engagement in the BID’s governance (Inc. Board meetings, levy payer meetings, AGM’s, office open days, stakeholder groups and project groups) and ensure proper and transparent governance and administration.
  • To provide regular monitoring and reporting of progress against agreed performance indicators to the BID board.
  • To lead on setting strategy for Soho Road BID area, working with and being accountable to the BID’s Board of Directors.
  • To oversee the preparation of all necessary policies and procedures for Board approval and ensure effective delivery of all related processes including finance, legal, employment, procurement, health & safety and equal opportunities, contract and project management.
  • HR management - To build, lead and manage a staff team to deliver Soho Roads aims and objectives, ensuring that anyone employed by Soho Road BID acts as an ambassador for the BID and the BID area at all times.
  • To undertake any other task commensurate with this role.
  • Be aware of Health and Safety requirements. Ensure compliance with the reporting and recording of incidents and accidents.

2.     Business Planning and Finance

  • To effectively manage and report on the annual BID budget of £240k and ensure return on investment.
  • To ensure smooth running of the five project areas whilst innovating and seeking new initiatives for development of the Soho Road BID.
  • To prepare reports for the BID Board and produce a BID Annual Plan based on the objectives of the Soho Road BID Business Plan.
  •  To collate and monitor KPIs that are linked to published objectives to inform the Board and the Annual plan.
  • To manage income and expenditure budgets, legal and financial requirements, procurement, contracts, projects and health and safety processes as appropriate with the BID board.
  • To explore, secure and maximise further funding opportunities.
  • To meet or exceed Soho Road BIDs external funding targets.
  • To ensure the effective delivery of all BID projects as set out in the BID proposal and the BID Business Plan.
  • To monitor agreements with Birmingham City Council including BID levy collection and the provision of baseline services.
  • To oversee contracts and agreements with suppliers for services provided to the BID.

3.     Project Delivery and Contract Management

  • To research, develop and implement projects that deliver on the Soho Road BID’s objectives, working within project and stakeholder groups and with the approval of the Board

  • To manage the delivery of events, working in partnership with all key stakeholders for these events ensuring that all legislation or regulations are complied with. Explore new event opportunities that meet the BID objectives. 

4.     Partnerships and Communications

  • The BID Manager should always behave in a professional and responsible manner and act as a first point of contact for Soho Road BID levy payers.
  • To act as a strong ambassador for the BID and our Levy Payers in interactions with strategic partners.
  • To oversee the development and delivery of an effective marketing and communications strategy that furthers Soho Road BID’s aims and objectives.
    To ensure the BID team develops strong relationships with senior representatives of Levy Paying businesses.
  • To create a strong collective voice for Soho Road BID Levy Payers and develop effective relationships with external partners including Birmingham City Council, West Midlands Police, Birmingham and Solihull Local Enterprise Partnership, West Midlands Combined Authority and other forums with shared interests with the BID.
  • To ensure effective consultation and communication with all BID levy payers, partners and stakeholders through a communication strategy.
  • To have a strong presence in the BID area, including daily face to face contact with levy payers, email bulletins, website updates and social media stories.
  • Develop and maintain the Soho Road BID website as a vibrant, useful resource for all levy payers and visitors.
  • Prepare Soho Life Magazine and distribute both digital and written copies.
  • Liaise with the press in consultation with the Board
  • Participate in media discussions on local radio and TV, as well as attendance at photo calls in order to advocate for Soho Road and where appropriate promote the BID.
  • Attend council steering groups and council consultations e.g. transport strategy, economic strategy etc. Prepare and deliver presentations to local third-party groups.
